Noticed it walking to the basketball court.  Looks like a PSA designed by R. Crumb.

Ugly as the litter it attempts to prevent. Highly likely to be ignored. And possibly damaging to the tree to which it is affixed, resulting in eventual costs to the city for removal of said tree.

That's a telephone pole, not a tree.

Definitely a telephone pole. And its ugliness is so jarring that it is highly unlikely to be ignored. This litterbug is _very_ distressed and most disturbing. His current counterpart looks almost harmless by comparison, what with his bowler hat, sizeable paunch, fingerless gloves and so forth. Such a bloated, self-satisfied, bougeoise litterbug is certainly to be disliked, but is far from compelling.

This litterbug, on the other hand, shows such striking inner turmoil that one is almost compelled to pick up area litter, inconvenience be damned. The litterbug pictured here shows the consequences of inaction and wasteful behavior. Pick up your litter; the alternative is to know madness.
